Different sizes for different riders. Younger kids often ride three or four wheeled scooters made of plastic that don't fold up, which makes them safer and easier to control. Older kids and adults use lighter two wheeled scooters that fold for carrying.
Special Y-shaped scooters exist. Some scooters called Y scooters or trikkes have three wheels with the frame splitting into two separate decks, which makes them feel like a completely different riding experience.
Revived in the 1990s. While kick scooters existed before, a company brought back and redesigned them in the mid-nineties and early 2000s, making them hugely popular with kids around the world.
